The Regulatory and Geopolitical Landscape of the Debris Crisis
A policy and strategic intelligence assessment for governments, defence ministries, and institutions navigating the international governance of Earth's orbital environment. Orbital debris governance is one of the most structurally fragmented regulatory domains in international affairs. There is no binding international instrument that prohibits debris-generating activities, mandates disposal compliance, or establishes liability enforcement adequate to the scale of the problem. This paper maps the full governance architecture — its institutions, legal instruments, national frameworks, geopolitical fault lines, and strategic implications.
